Since 2006 the Nordic Council of Ministers implements programs that support cooperation between civil society in the Nordic countries and non-governmental organizations of the Baltic Sea region, including Belarus and Russia. From 2022 February the conditions of cooperation with Russian and Belarusian organizations have fundamentally changed, so the program has been updated and adapted to the new geopolitical situation, including partners from Ukraine.

"Prosperous Future" is a new support program for the cooperation of Nordic organizations with the civil society of Lithuania, Latvia, Estonia, Poland, and independent partners related to Ukraine, Belarus, and Russia in order to achieve a green, democratic and resilient region. The "Prosperous Future" program of the Nordic Council of Ministers aims to continue to promote NGO cooperation in the region, to support the development of civil society and democracy, implement the creation of a sustainable and resilient society envisaged in the vision and strategic priorities of the Nordic Council of Ministers. The Nordic vision is for 2030 to become the most sustainable and integrated region in the world.

Countries participating in the program: Åland Islands, Sweden, Norway, Denmark, Finland, Faroe Islands, Greenland, Iceland, Estonia, Latvia, Lithuania, Poland, Belarus, and Russia (only independent Belarusian and Russian non-governmental organizations can participate in the program. Project activities cannot be carried out on the territory of Russia.)
